Why would they be illegal? It’s not like they actually stick out far enough to do any damage to anything, even if the driver tried. Maybe if you fell into them while walking it’d hurt, but let’s face it, if you get injured from someone’s lug nuts, you were probably destined to have a leg amputated by a trailer hitch anyway.
